Hakkâri'de siyaset 1961-1980 (Tarih-toplum-kültür)

Abstract

Bu tezin amacı, 1961-1980 yılları arasında Hakkâri'de siyasetin arkasındaki tarihsel, toplumsal ve de kültürel nedenleri araştırmak, ortaya koymak ve yorumlayabilmektir. Bu bağlamda Türkiye'nin yakın siyasi tarihinde meydana gelen 27 Mayıs 1960 Darbesi'nden başlayarak 12 Eylül 1980 Darbesi'ne değin iki darbe arasında Hakkâri'deki siyasetin temellerini oluşturan ulusal ve yerel unsurlar, siyasi faaliyetlerin halk üzerindeki etkileri ve halkın siyasette faal olma durumu kritik edilmiştir. Çalışmada, belirtilen dönemde Hakkâri'deki siyasi hareketler ve politik olaylar ele alınırken genel dünya siyasetinin Türkiye ve özelde Hakkâri'deki etkilerine de değinilmiştir. Başta Avrupa olmak üzere dünyanın başka merkezlerinde vukua gelen bazı siyasi olayların, gündelik yaşamdaki yeniliklerin ve değişimlerin Hakkâri toplumu üzerinde oluşturduğu etkiler de yer yer tartışılmıştır. Tartışmalar dâhilinde, tez çalışması süresince ele alınan konuların başında Hakkâri toplumsallaşmasında ve siyaset kurumunda önemli bir role sahip olan aşiret ve şeyhlik kurumları gelmektedir. 1960-1980 arasında dönemin yaşayan tanıklarının anılarından ve yine aynı dönem üzerine yapılan çalışmalardan edinilen bilgiler ışığında, aşiret unsurunun siyasette de ne denli belirleyici olduğu ortaya konulmuştur. Bu çalışmada Hakkâri'de siyasi cereyanların ve siyasetin durumunun aşiret yaşam biçiminden bağımsız olamadığı anlaşılmıştır.

The purpose of this thesis is to interpret the current politics in Hakkâri between 1961-1980. In this context, from the coup of May 27 to the coup that took place on September 12, 1980, the foundations of politics in Hakkâri, the effects of political activities on the people and the active status of the people in politics were criticized. In the study, Turkey's political activities and political events worldwide when discussing politics during the period mentioned in Hakkâri in Hakkâri in the special effects were mentioned. The effects of political upheavals, innovations in politics and changes in Western Europe and other parts of the world on Hakkâri society were discussed. The tribe, which has an important role in the socialization of Hakkâri and in many areas such as politics, is one of the most important factors emphasized within the discussions. The information obtained from the living witnesses of the period and the studies on the same period, concluded that the tribal element was also determinant in politics. Therefore, it has been understood that the political events and politics in Hakkâri are not independent from the tribal element.
