Abidin Özmen ve Türk maarifine katkıları

Abstract

Abidin Özmen, 1 Ocak 1890-1 Ocak 1966 arasında yaşamış olup Osmanlı Devleti'nin son yıllarında yaşanan yoğun siyasi, askeri, toplumsal ve ideolojik gelişmelere yakın bir tanıktır. Bu yıllarda olgunlaşmaya başlayan fikir dünyası özellikle Milli Mücadele yıllarında ve Mustafa Kemal Atatürk liderliğinde Erken Cumhuriyet Devri'nde gerçekleşen olay ve inkılâplar ile laik, milliyetçi ve ideolojik yönü ağır basan yeni bir evreye geçecektir. Osmanlı'da başlayan bürokrasi hayatı süresince tecrübe ettikleri ile Milli Mücadele ve Cumhuriyet dönemlerinde gerçekleşen ulusal, laik ve modernleşmeci süreçler onun tutum ve düşünce dünyası üzerinde kalıcı etkiler bıraktığı gibi bürokratik yaşantısı üzerinde de derin katkıları olmuştur. Özmen'in her iki siyasal dönem süresinde birbirinden önemli görevlerde bulunmuş olması onu tarihsel açıdan önemli kılmaktadır. Ayrıca görevleri icabıyla farklı bölge, kent, kaza ve taşranın toplumsallığı yanı sıra kent ortamının resmi ve yoğun yaşantısı ile de hemhal etmiş olması geride bıraktıklarının anlaşılmasını değerli kılmaktadır. Tek partili yılların aranan, popüler, çalışkan ve inkılâplara bağlı bir profili resmeden Özmen mebusluk, umumi müfettişliği valilik ve Türk Dil Kurum Başkanlığı ve başkaca vazifeler ile dolu bir biyografi örneğini ortaya koymaktadır. Özmen ile ilgili akademik ve genel çalışmalarda geniş bir literatür ortaya çıkarmasına karşın özellikle 1934-1935 yılları arasında gerçekleşen maarif vekilliği ve I. Umum Müfettişliliği ve Trakya Umum Müfettişlikleri süresince eğitim ve öğretimin yaygınlaşması ve sorunlarının giderilmesi noktalarında katkılarının hakkıyla ele alınmadığı tespit edilmiştir. Bu çalışmada, Abidin Özmen'in özel hayatı, düşünce dünyası, bürokrasi ve siyasi hayatı bir bütün halinde ele alınacaktır. Ancak tezin daha fazla odaklanacağı konu ise bu siyasi ve bürokrasi hayatı müddetince Abidin Özmen'in Türk maarifinin gelişmesine ve sorunlarının çözümü noktasında yaptığı katkılar üzerine olacaktır. Abidin Ozmen lived between January 1, 1890 and January 1, 1966, and is a close witness to the intense political, military, social and ideological developments experienced in the last years of the Ottoman Empire. The world of ideas, which started to mature in these years, will pass into a new phase with secular, nationalist and ideological aspects, especially with the events and revolutions that took place during the years of the National Struggle and the early republican period under the leadership of Mustafa Kemal Ataturk. What he experienced during his bureaucratic life, which started in the Ottoman Empire, and the national, secular and modernization processes that took place during the National Struggle and the Republic periods left lasting effects on his attitude and world of thought, as well as profound contributions to his bureaucratic life. The fact that Ozmen held important positions during both political periods makes him historically important. In addition, the fact that he has been involved with the sociality of different regions, cities, towns and provinces, as well as the official and intense life of the urban environment, makes it valuable to understand what he has left behind. Depicting a sought-after, popular, hardworking and revolutionary profile of the single-party years, Ozmen presents an example of a biography filled with deputy, General Inspector, governor and Turkish Language Institution Presidency and other duties. Despite the fact that there is a wide literature in academic and general studies about Ozmen, it has been determined that his contributions to the spread of education and training and the elimination of problems were not properly addressed, especially during the Ministry of Education and I. General Inspectorships and Thrace General Inspectorships, which took place between 1934-1935. In this study, Abidin Ozmen's private life, world of thought, bureaucracy and political life will be discussed as a whole. However, the subject on which the thesis will focus more will be on Abidin Ozmen's contributions to the development of Turkish education and the state of its problems during his political and bureaucratic life.
