Post Truth Çağ ve politik doğruculuk ekseninde Avrupa'da mülteci krizi: Almanya Örneği

Abstract

Bu çalışma, göç konusunu merkeze alarak, post truth çağa ve politik doğruculuk konusuna odaklanmaktadır. Birbirleri için hazırladıkları uygun ortamlar nedeniyle ortak bir zemini paylaşan bu üç konu, aynı zamanda günümüzün güncel sorunlarını da izah edebilecek bir anlam bütünlüğü arz etmektedir. Amacımız, post truth çağın sağladığı, söylemin insanları yönlendiren gücünü, politik doğruculuğun netameli düzlüğü ile birleştirerek, psikososyal bir büyük gerçek olarak güncelliğini koruyan göç konusunu anlatmaya çalışmaktır. Politik doğruculuğun ve port truth çağın, sözün işlevine odaklanan konular olmaları, göçün de söylemin karşılık bulduğu verimli bir alan olması nedeniyle, yöntem olarak, eleştirel söylem analizi tercih edilmiştir. Post truth ve politik doğruculuk başlıklarında, literatür taraması ardından, göç konusu ile devam edilmiştir. Göç konusunu anlatırken, göçün uluslararası boyutunu anlamlandırmada temel bir başlık olarak AB göç politikalarına değinilmiştir. Avrupa Birliği ve 2015 Avrupa Mülteci Krizindeki başat rolü nedeniyle Almanya'nın göç politikalarına ayrıca bir başlıkta değinilmiştir. Avrupa mülteci krizinin yaşandığı 2015 yılındaki Almanya federal hükümetini oluşturan siyasi partiler ve ana muhalefet partilerinin göç söylemlerine de yer verilmiştir. Mülteci krizi öncesine tekabül eden seçim dönemi için partilerin hazırladığı seçim programları, göç politikaları başlıklarına odaklanarak incelenmiştir. Kriz sonrası ve öncesi dönemde kullanılan, konjonktür gereği değişen söylemler ve farklılıkları bu yolla ortaya çıkmıştır. Son başlık olan politik doğruculuk, post truth ve göçe birlikte bakmakta ise konuların birbirleriyle ilintileri kısaca yeniden ele alınıp, yorumlanmıştır.

This study focuses on the post-truth era and political correctness by centering on the issue of migration. These three topics, which share a common ground due to the favorable environments they prepare for each other, also offer a unity of meaning that can explain current problems. Our aim is trying to explain the issue of migration, which maintains its relevance as a psychosocial great truth, by combining the power of discourse that directs people, provided by the post-truth era, with the ambiguous flatness of political correctness. Since political correctness and the post-truth era are subjects that focus on the function of the discourse, and migration is a fertile field where discourse finds a response, critical discourse analysis has been preferred as a method. Following the literature review on post truth and political correctness, the topic of migration was continued. While explaining the issue of migration, EU migration policies have been mentioned as a basic title in making sense of the international dimension of migration. Due to its leading role in the European Union and the 2015 European Refugee Crisis, Germany's migration policies have been mentioned under a separate heading. The migration discourses of the political parties and the main opposition parties forming the German federal government in 2015, when the European refugee crisis took place, are also included. The election programmes prepared by the parties for the election period corresponding to the period before the refugee crisis were examined with a focus on migration policies. The discourses used in the post-crisis and pre-crisis periods, which changed due to the conjuncture, and their differences were revealed in this way. In the last topic, political correctness, post truth and migration, the interrelations of the issues are briefly re-examined and interpreted.
