Osmanlı dönemi Kudüs tarihindeki sosyal hizmet uygulamalarının değerlendirilmesi (1516-1917)

Abstract

Bu tezin amacı, sosyal hizmet bilimi ve faaliyetlerinden önce, Osmanlı Devleti idaresinde yönetilen Kudüs şehrindeki sosyal yardım faaliyetlerini, 1516-1917 yılları arasını kapsayacak şekilde incelemek ve belirtilen yıllar arasında, Osmanlılar tarafından Kudüs'te yapılan sosyal yardım çalışmalarını değerlendirmektir. Bu amaçla çalışmada sosyal hizmet biliminin gelişimi ve sosyal yardım uygulamalarının geçmişi incelenerek, Osmanlı Dönemi Kudüs tarihindeki (1516-1917) sosyal yardım uygulamalarına ve Osmanlılar tarafından Kudüs'te yapılan sosyal yardım çalışmalarına yer verilmektedir. Bütün semavi dinler için kutsal sayılan Kudüs şehri, barış ve esenliğin yanında, dinsel hoşgörü ve yardımlaşmayı da temsil etmiştir. Bu şehirde, kurumsallaşmış sosyal yardım uygulamaları mevcuttur. Kudüs'ün, Osmanlı Döneminde de bu görünümü sürmüştür. Sembol bir şehir olan Kudüs'teki sosyal çalışma ağlarına, sosyal hizmet perspektifinden bakmanın, günümüzde yaşanan çatışma ve şiddet eksenli sorunlara yeni bir bakış açısı kazandırabileceği düşünülmektedir. Ayrıca, çalışmanın sonunda elde edilen düşüncelerin, tarihsel olarak gerçekleştirilen sosyal hizmet ve yardım uygulamalarını, günümüz sosyal hizmetinin bakış açısıyla değerlendirilebilmesine katkı sağlaması beklenmektedir.

The aim of this thesis is to examine the social welfare activities in the city of Jerusalem, which was ruled by the Ottoman Empire before the science and activities of social assistance, and to evaluate the social welfare activities carried out by the Ottomans in Jerusalem between the years 1516-1917. For this purpose, the study examines the development of the science of social work and the history of social welfare practices, and includes the social welfare practices in the history of Jerusalem during the Ottoman period (1516-1917) and the social welfare activities carried out by the Ottomans in Jerusalem. The city of Jerusalem, sacred to all Abrahamic religions, has represented peace and prosperity as well as religious tolerance and cooperation. There are institutionalized social assistance practices in this city. This view of Jerusalem continued during the Ottoman period. It is thought that looking at the social work networks in Jerusalem, a symbolic city, from the perspective of social work can provide a new perspective on today's conflict and violence-oriented problems. In addition, it is expected that the ideas obtained at the end of the study will contribute to the evaluation of historical social service and assistance practices from the perspective of today's social work.
