Adalet Partisi döneminde Türkiye'de iktidar muhalefet ilişkileri (1965-1971)

Abstract

27 Mayıs 1960 askeri darbesinin ardından oluşturulan 1961 Anayasası ile serbest faaliyetlerin önü açılmış ve farklı düşüncelere sahip kesimlerin siyaset yapmasına fırsat verilmiştir. Adalet Partisi bu dönemde 1965 ve 1969 genel seçimlerini kazanarak tek başına iktidar olmuştur. Cumhuriyet tarihi boyunca siyasi tarafların hiç olmadığı kadar kalabalık olmasından dolayı iktidar ve muhalefet ilişkileri dönemi anlamamızda önemli bir yere sahiptir. Bu çalışmanın amacı 1965-1971 yılları arası dönemde iktidar ve muhalefet ilişkilerine ışık tutmaktır. Siyasi partiler kendi ideolojik yaklaşımları çerçevesinde muhalefet yapmışlardır. İsmet İnönü'nün Cumhuriyet Halk Partisi, Osman Bölükbaşı ve Alparslan Türkeş'in Cumhuriyetçi Köylü Millet Partisi, Ekrem Alican'ın eski Demokrat Parti'nin devamı iddiasıyla kurduğu Yeni Türkiye Partisi, Mehmet Ali Aybar'ın Türkiye İşçi Partisi ve diğer muhalefet liderleri dönemi kendi içinde karmaşık yapan aktörlerdir. Bunların yanında iktidarda yer alan Süleyman Demirel, tümü ile ilişkilerinde temkinli olurken, Türk Silahlı Kuvvetleri ile de ilişkilerini iyi tutmaya çalışmıştır. Bu ortamda iktidarda tek partili bir istikrarın sağlanmasına bağlı olarak 1965-1971 yılları arasında ekonomik kalkınma ve refah artmıştır. Fakat siyasi partilerin halkı siyasetin içine dâhil etmesi ile işçi ve öğrenci eylemleri özellikle 1968 yılından itibaren ülkede büyüyen bir sorun haline gelmiştir. Artan üniversite ve sokak eylemleri ordu içindeki cunta faaliyetlerinin harekete geçmesine fırsat vermiştir. Bunun bir tezahürü olarak, 12 Mart 1971 günü ordu komuta kademesi ile birlikte hükümete muhtıra vermiştir.

With the 1961 Constitution, which was created after the May 27, 1960 intervention, the way for freedoms was lead up and the way for different ideological groups to do politics was cleared. During this period, the Justice Party won the 1965 and 1969 general elections and came to power on its own. Since the political parties are more than ever before throughout the history of the republic, the period of power and opposition relations has an important place in our understanding. The aim of this study is to shed light on the relations of power and opposition between the years 1965-1971, when the political parties were the most in Turkey. Political parties made opposition within the framework of their ideological approaches. Ismet Inönü's Republican People's Party, Osman Bölükbaşı's Republican Peasant Nation Party, Ekrem Alican's New Turkey Party founded with the claim of the continuation of the former Democrat Party, Mehmet Ali Aybar's Turkey Workers Party and other opposition leaders are actors who made the period complicated in itself. In addition to these, Süleyman Demirel, who was in power,while he was cautious in his relations with all of them, he tried to keep his relations well with the Turkish Armed Forces. In this environment, economic development and prosperity increased between 1965 and 1971, depending on a one-party stability in power . However, with the politicization of the people by political parties, worker and student actions have become a growing problem in the country, especially since 1968. Increasing university and street actions gave the opportunity to take action for the junta activities within the army. On March 12, 1971, as a manifestation of this, the army gave a memorandum to the government together with the command.
