Covid-19 Sürecinde Afet ve Biyolojik Afetlere Yönelik Görüşler

Abstract

Afetler, toplumsal yaşamı derinden etkileyen doğa ve insan kaynaklı meydana gelen olaylardır. Bu açıdan afetler bireyleri, kurumları,eşyayı ve doğayı etkileyip yıkıma neden olabilmektedir. Türkiye; yer, atmosfer kökenli ve biyolojik faktörlerden kaynaklanan birçokafet olayını yaşayan ve gerekli önlemler alınmadığı takdirde gelecekte de bu durumlarla karşılaşabilecek doğal çevre koşullarına sahipbir ülkedir. Bu çalışmanın amacı, içerisinde bulunduğumuz Covid-19 sürecinde bireylerin afet ve biyolojik afetlere yönelik görüşlerinibelirlemektir. Bu durum doğru bir şekilde belirlenebilirse tabana yayılan, toplumun her kesiminde paydaşların olduğu başarılı bir afetyönetim süreci gerçekleştirilebilir. Çalışma nitel araştırma yöntemlerinden olgubilim deseni ile tasarlanmıştır. Araştırmanın çalışmagrubunda uygun örnekleme stratejisine göre belirlenen 157 katılımcı yer almakta olup araştırmada veri toplama aracı olarak yarıyapılandırılmış görüşme formu kullanılmıştır. Toplanan verilerin analizinde içerik analizi tekniği kullanılmıştır. Veriler, NVİVO 11 nitelveri analiz programı ile çözümlenmiştir. Görüşmeler sonucunda Türkiye’de afet denilince ilk akla gelen olayın depremler olduğu,Covid-19’un afet olarak değerlendirilmediği ve öne çıkan afet olgusunun bölgesel olarak da değiştiği sonucuna ulaşılmıştır. Buçalışmanın afet yönetimine yönelik sonucu ise klasik yöntemler yerine günümüzde oldukça yaygınlaşan internet, televizyon gibi kitleiletişim araçlarının daha yaygın ve etkin kullanılmasının gerekliliğidir.

Disasters are natural and human-caused events that deeply affect social life. In this respect, it can affect individuals, institutions, goods, and nature and cause destruction. Turkey is a country that experiences many disaster events caused by biological factors of earth origin, atmospheric origin and has natural environmental conditions that may face these situations in the future if necessary measures are not taken. The purpose of this research is to determine the perception of disaster and biological disaster in individuals during the Covid-19 process we are in. If this situation can be determined correctly, a successful disaster management process can be carried out with stakeholders in all segments of society spreading to the bottom. The research was designed with the phenomenological pattern from qualitative research methods. The study group included 157 participants who were determined according to the appropriate sampling strategy. In the research, the data were obtained through a semi-structured interview form. Content analysis technique was used in the analysis of the collected data. The data was analyzed with NVİVO 11 qualitative data analysis program. As a result of the interviews, it was determined that the first event that comes to mind when it comes to disasters in Turkey is earthquakes, Covid-19 is not considered a disaster, and the prominent disaster phenomenon changes regionally. The result of this study for disaseter management of more widespread and effective use of mass media such as the internet and television, which are becoming quite common today instead of classical methods of disaster education.
