THE SITUATION OF BEKTASHI OCAK ACCORDING TO SARI MEHMED PASHA, THE DEFTERDAR'S WORK NAMED "NESAYIHU'L-VUZERA VE'L-UMERA"

Abstract

The Ottoman Empire administrators looked for solutions to solve the problem when the Ottoman government organization went bad. For this reason, they evaluated the situation in which the government was, they offered different solutions by paying attention to the reasons of the problem. They found efforts of the Ottoman Empire administrators on source and solutions of the government's problems appeared to contribute a lot to of historical literary works. Some of these important literary works can be as in the following: Koci Bey Risalesi, Asafname of Lutfi Pasha and Nesayihu'l- Vuzera ve'l- Umera of District Treasurer Sari Mehmed Pasha. The works like these are the sources that both include information about related period of the Ottoman Empire and present changes at the modernization ideology of the Ottoman Empire, also give information about the features of intellectual level of the administrators. Nesayihu'l- Vuzera ve'l- Umera of the District Treasurer Sari Mehmed Pasha is one of the works in which we can find these implications above. In this work, there are subjects such as the morality and behaviour of the grand vizier, the attitudes of the bearers and the damages of the bribe, district treasurer and council services, quality of Bektasi Ocak, the situation of the public.
