Arşiv Belgelerine Göre Demokrat Parti Döneminde Eğitim Yatırım ve Ödenekleri

Abstract

1950 yılında Demokrat Parti’nin iktidarı Cumhuriyet Halk Partisi’nden devralmasıyla Türkiye’de adeta farklı bir dönem başlamıştır. Siyasi, askeri, sosyal ve iktisadi bakımdan kendine özgü gelişmeler yaşanan bu dönem, 1960 yılında yapılan askeri darbe ile son bulmuştur. Demokrat Parti döneminde, özellikle Milli Eğitim Bakanlığı yatırımlarında önemli gelişmeler yaşanmıştır. Eğitimin her kademesinde öğretmen, öğrenci ve okul sayısı bakımından üç kata yakın artış görülmüştür. Eğitim tarihi alanında yapılan çalışmalar ve resmi kurumların yayınladıkları istatistiklerle bu döneme dair gelişmeler nicel ve nitel açıdan değerlendirilmeye çalışılmıştır. Fakat yapılan yatırımların kentlerdeki yansımaları, ayrılan ödeneklerin hangi eğitim kurumunun inşası ve tamiratı için kullanıldığı konusu alanın eksik kalan tarafını oluşturmuştur. Çalışmanın odaklandığı bu konu, özellikle Cumhuriyet dönemi arşiv kayıtlarından elde edilen bilgilerle ayrıntılı bir şekilde sunulacaktır. Kent eğitim tarihi çalışmalarına özellikle eğitim kurumlarının tarihçeleri açısından önemli katkı sağlayacak bu çalışma, ilköğretim, ortaöğretim, özel eğitim, yetiştirme yurtları ve yükseköğretim yatırımları olmak üzere eğitimin her kademesindeki gelişmeler ayrı başlıklar altında sunulacaktır.

In 1950, when the Democratic Party took over from the Republican People's Party, a completely different period began in Turkey. This period, which experienced unique developments in terms of politics, military, social and economic, ended with the military coup in 1960. During the period of the Democratic Party, there were significant improvements, especially in investments in the Ministry of Education. In all levels of education, the number of teachers, students and schools increased almost three times. Studies conducted in the field of educational history and statistics published by official institutions tried to evaluate the developments in this period from a quantitative and qualitative point of view. But the reflection of the investments in cities, the question of which educational institution the allocated allowances were used for construction and repair, formed the missing side of the area. This topic, which the study focuses on, will be presented in detail, especially with information obtained from archival records of the Republican period. It will make an important contribution to the study of the history of education in the city, especially in terms of the history of educational institutions. Developments at all levels of education, including primary education, secondary education, special education, educational dormitories and investments in higher education, will be presented under separate headings.
