Çingenelerde Yoksulluk ve Sosyal Dışlanma: Malatya Örneği

Abstract

Gypsiesis one of the disadvantaged groups that experience poverty and social exclusiondramatically. Despite the fact that they settle in time, they have been thesubject of exclusion. In this study, poverty and social exclusion that Gypsiesthat live in Malatya experience is examined within the context of poverty andsocial exclusion. In this scope, the study includes disadvantages as povertyand social exclusion in Gypsies, ethnicity, the reasons of poverty, migrationand migration-related problems, low-access to education and employment servicesand opportunities or precarious work, being deprived of social securitynetworks, not being able to benefit from social aid, accommodating in unhealthyhousings, decimation etc. In the study, it was determined that Gypsies is a“disadvantaged” group from both cultural and socio-economic aspects, and Gypsies believe that they also play a role interms of experiencing severe poverty and social exclusion.

Çingeneler günümüzde, yoksulluk ve sosyal dışlanmayı çok dramatik biçimde deneyimleyen dezavantajlıgruplardan biridir. Giderek yerleşik hayata geçmelerine rağmen, yoksulluk vedışlanmanın nesnesi olmaya devam etmektedirler. Buçalışmada, Malatya’da yaşayan Çingenelere yoksulluk ve sosyal dışlanmabağlamında yaklaşılmaktadır. Bu kapsamda, Çingenelerdeki yoksulluk ve sosyaldışlanma; etnisite, yoksulluk nedenleri, göç ve göçe bağlı sorunlar, eğitimhizmetlerinden yeterince yararlanamama, istihdam olanaklarına yeterinceulaşamama ya da güvencesiz çalışma, sosyal güvenlik ağlarından yoksun olma, sosyal yardımlardan faydalan(ama)ma, sağlıksız konutlarda yaşama, ayrımcılıkvb. dezavantajları içermektedir. Araştırmada, Çingenelerin hem kültürel hem de sosyo-ekonomik açıdan“dezavantajlı bir grup” olduğu, yoksulluk ve sosyal dışlanmayı şiddetli birşekilde deneyimlemelerinde kendi paylarının da bulunduğuna inandıklarısaptanmıştır.
