Abstract

Followingthe establishment of the Republic of Turkey, with the realization of thesocial, cultural, economic, political reform movements, it was aimed to createa modern country. The founding and leading cadre desired to involve the publicparticularly in the modernization of the country. However, it is difficult to state that thefolk were conscious enough of internalising the modernization efforts ingeneral, though there were regional differences.The regional differences couldbe attributed to the ethnicity to a considerable extent. That is to say, although the official language of the state was Turkish, in some of the easternprovinces including Hakkâri, which establishes the framework of this study, Kurdish was the mostly spoken language and the number of those who could speakTurkish was low. Therefore, a way was sought to solve the problems arising fromcultural separation, which is a natural result of ethnic identities of theperiod. The activities of people’s house, people’s rooms formed in a remotecorner of the country, in Hakkâri, which lacks all kinds of developmentopportunities, are important in this respect.

TürkiyeCumhuriyeti’nin kuruluşunu müteakip, sosyal, kültürel, ekonomik, siyasialanlarda gerçekleştirilen inkılap hareketleriyle devletin modern bir çehreyebürünmesi amaçlanmıştır. Yönetimi elinde bulunduran devletin kurucu kadrosu, arzuladığı moderniteye özellikle halk tabanını dâhil etmek istemiştir. Ancakbölgesel farklılıklarla birlikte, halkın, genel bağlamda modernleşme çabalarınıkolayca özümseyebilecek bilinçte olduğunu söylemek zordur. Bölgesel farklılığınönemli bir boyutunu etnik kimlik temelinde değerlendirmek mümkündür. Şöyle ki, devletin resmi dili Türkçe olmasına karşın, araştırmamızın çerçevesinioluşturan Hakkâri’nin de yer aldığı Doğu illerinin bir kısmında yoğun olarakKürtçe konuşulmakta ve Türkçe bilen kesim azdır. Dolayısıyla mevcut etnikkimliklerin doğal bir sonucu kültürel ayrışmanın neden olduğu sorunlarıgiderebilme çareleri aranmıştır. Devletin ücra bir köşesinde, her türlü gelişimimkânlarından yoksun Hakkâri’de teşekkül edilen halkevinin, halkodalarınınfaaliyetleri bu açıdan önem arz etmektedir.
