COVID-19`a Karşı OECD Ülkelerinin Etkinliğinin VZA ile Değerlendirilmesi

Abstract

Bu araştırmanın amacı, Aralık 2019`da Çin`in Wuhan şehrinde ortaya çıkan, kısa sürede dünyayı saran COVID-19 salgını ile mücadelede OECD ülkelerinin etkinlik düzeyinin Veri Zarflama Analizi ile araştırılmasıdır. Çalışmada çıktı yönelimli Charnes, Cooper ve Rhodes (CCR) ve Banker, Charnes ve Cooper (BCC) yöntemleri kullanılmış, ölçek etkinlik skorları tespit edilmiş, etkin olan ülkelerin Süper etkinlik skorları tahmin edilmiş, etkin olmayan ülkeler için potansiyel iyileştirme önerileri geliştirilmiştir. Analizde girdi değişkenleri olarak; onbin kişi başına doktor, hemşire ve hastane yatak sayıları ve sağlık harcamalarının Gayri Safi Yurtiçi Hasıla (GSYH) içindeki oranı, çıktı olarak; ülkelerin 24 Nisan 2020 tarihine ait COVID-19 pandemisi verileri, Milyon kişi başına Test sayısı, Vaka sayısı ve Ölüm sayısı ele alınmıştır. CCR yöntemi ile yapılan analiz sonucunda 8, BCC yöntemi ile yapılan analiz sonucunda 11 ülke etkin olmuştur. En yüksek Süper etkinlik skorunu Slovakya (CCR) ve İzlanda (BCC) almıştır. Beklendiği gibi İtalya, İspanya, ABD, Büyük Britanya ve Kuzey İrlanda Birleşik Krallığı ve Fransa etkinlik skorlarında son sıralarda yer almıştır. Çalışma sonucunda, gelişmişlik düzeyi ve sağlık çalışan sayısı yüksek olan ülkelerde daha az vaka ve ölüm sayısının gerçekleşmesinin gerektiği, yapılan test sayılarının etkinliğin artmasında etkili olduğu tespit edilmiştir.

The purpose of this research is to investigate the efficiency level of OECD countries in the fight against the COVID-19 pandemic, which emerged in Wuhan, China in December 2019, and surrounded the world in a short time. In the study, output oriented Charnes, Cooper and Rhodes (CCR) and Banker, Charnes and Cooper (BCC) methods were used, scale efficacy scores were determined, Super Efficiency scores of active countries were estimated, and potential improvement suggestions were developed for ineffective countries. As input variables in the analysis; The number of doctors, nurses and hospital beds per ten thousand people and the ratio of health expenditures in the Gross Domestic Product (GDP) as output; COVID-19 pandemic data of countries from April 24, 2020, Number of Tests, Number of Cases and Number of Deaths per million population were used. As a result of the analysis made with the CCR method, 8 countries, as a result of the analysis made with the BCC method, 11 countries were effective. Slovakia (CCR) and Iceland (BCC) received the highest Super Efficiency score. As expected, Italy, Spain, the USA, the United Kingdom of Great Britain and Northern Ireland and France ranked top in the event scores. As a result of the study, it was determined that fewer cases and deaths should occur in countries with high level of development and number of healthcare workers, and the number of tests performed was effective in increasing efficiency.
