Abstract

Gazeteler toplum hayatını yansıtmada önemli bir yere sahiptir. Aynı zamanda gazeteler topluma yön vermeyi de amaçlarlar. Osmanlı basını da bu genel durumdan ayrı tutulamaz. Osmanlı Devleti'nde her ne kadar basının gelişmesi çağdaşı Avrupa devletlerini geriden takip etse de kısa süre de hatırı sayılır bir güce erişecektir. Nitekim gerek Tazminat döneminde gerekse Sultan II.Abdülhamit döneminde basın, muhalefetin temel araçlarından biri olmuştur. Bununla birlikte toplumu aydınlatma rolünü de üzerine almıştır. II.Meşrutiyet döneminin özellikle ilk yılları Osmanlı basını açısından hürriyet yıllarıdır denebilir. Bu dönemde gazeteler bir önceki döneme oranla daha rahat bir ortamda çıkmaya başlamıştır. Dolayısıyla, gazete ve dergi sayısında önceki döneme kıyasla artış olduğu bir gerçektir. II. Meşrutiyet döneminde, yayın hayatına başlayan birçok gazeteden biri de Serbesti'dir. Serbesti Gazetesi II. Meşrutiyet'in ilan ile yayın hayatına başlamış ve 31 Mart ayaklanması ile kapısına kilit vurulmuştur. İstanbul'da belli bir süre yayın hayatına ara veren gazete, Fransa ve Mısır'da yayın hayatına devam etmiştir. 29 Temmuz 1912'de ise yeniden İstanbul'da basılmaya başlanmıştır. Çalışmamız Serbesti Gazetesi'nin 3 Teşrinisani 1324 (16 Kasım 1908)'de çıkan 1.sayısından,12 Şubat 1324 (26 Şubat 1908) tarihinde basılan 100.sayısına kadar olan nüshaları kapsamaktadır. Çalışmamızın temel amacı Serbesti Gazetesinin fihristini çıkararak akademi dünyasının dikkatine sunmaktır. Ayrıca dönemle ilgili yapılacak çalışmalara bir kaynakça sunmaktır. Bununla birlikte Serbeti Gazetesinin incelediğimiz 100 sayısı üzerinden döneme dair toplumsal, siyasal, mali konularla ilgili muhalif basınını duruşunu Serbesti üzerinden ortaya koymak da diğer bir amacımızdır. Çalışmamızın giriş kısmında öncelikle Serbesti Gazetesinin şekil özelliklerini verdik. Daha sonra siyasi, toplumsal,eğitim ve ekonomi alanında yayınlanan makaleleri dikkate alarak değerlendirme yaptık. Tahlili fihrist kısmında gazetede çıkan yazıları,yazar adına ve konusuna göre sınıflandırdık. Son bölüme ise siyasi, sosyal,mali ve edebi konularla ilgili latinize ettiğimiz metinler koyduk.

Newspaper have an important place in reflecting the social life. At the same time, newspapers also aim to give direction to society. The Ottoman press cannot be separated from this general situation. Although the development of the press in the Ottoman Empire lags behind the contemporary European states, it will reach a considerable power in a short time. As a matter of fact, both during the Tanzimat period and Sultan II. During the reing of Abdülhamit, the press became one of the main tools of the opposition. However, it also took on the role of enlightening the society. II.It can be said that especially the first years of the Constitutional Period were the years of freedom for the Ottoman press. In this period, newspapers began to be published in a more comfortable enviroment compared to the number of newspapers and magazines compared to the previous period. II. Freedomi is one of the many newspapers that started its publication life during the Constitutional Monarchy period. Freedom Newspaper II. It started its broadcasting life with the proclamation of the Constitutional Monarchy and its door was locked with the March 31st uprising. The newspaper, which took a break from its publication life in Istanbul for a while, continued its publication life in France and Egypt. It was reprinted in Istanbul on 29 July 1912. Our study covers the copies of the Özgürî Newspaper from the 1st issue, which was published on 3 Teşrînisânî 1324 (16 November 1908), to the 100th issue, which was published on 12 February 1324 (26 February 1908). The main purpose of our study is to publish the index of the Özgüri Newspaper and bring it to the attention of the academic world. In addition, it is to present a bibliography for the studies to be done about the period. In addition to this, it is another of our aim to reveal the stance of the opposition press on social, political and financial issues of the period, over the 100 issues of the Özgüri Newspaper, which we examined. In the introductory part of our study, we first gave the shape features of the Özgüri Newspaper. Then, we made an evaluation by taking into account the articles published in the field of politics, social, education and economy. We have classified the articles published in the newspaper in the analysis index section according to the author's name and subject.
