ABD'nin Asya-Pasifik stratejisi

Abstract

Uluslararası arenadaki güç mücadelelerinin yaşandığı en önemli alanlardan biri de şüphe yok ki Asya-Pasifik Bölgesi'dir. Son otuz yılda bu bölgede gelişen hızlı ekonomik büyüme neticesinde evrensel ekonomik ve politik ağırlık Atlantik'ten, Pasifik bölgesine taşınmıştır. Bu bölgede ABD, Çin, Japonya ve Hindistan gibi önemli aktörler arasındaki rekabet giderek hız kazanmıştır. Tüm bu gelişmeler, ABD'nin ilgisini bu bölgeye çekmiştir. Bu tez üç bölümden oluşmaktadır. Birinci bölümde ABD'nin uluslararası sistemdeki yeri, güç kaynakları, dış politika stratejileri, dış politikada karar alma sistemi incelenmeye çalışılmıştır. Tezin ikinci bölümünde Asya Pasifik kavramı ve bölgesi tanıtılarak siyasi, ekonomik, kültürel ve toplumsal başlıca özellikleri anlatılmaya çalışılmıştır. Asya Pasifikte stratejik sorunlar, stratejik dengeyi etkileyen unsurlar ve bölgesel ve küresel güvenliği tehdit eden konular da bu bölümde ele alınmıştır. Tezin üçüncü bölümünde ise Asya-Pasifik bölgesinin ABD açısından önemi ve ABD'nin bu bölgeye yönelik politikaları anlatılmaya çalışılmıştır.

One of the most important areas where power struggles are experienced in the international arena is undoubtedly the Asia-Pacific Region. As a result of the rapid economic growth that has developed in this region in the last thirty years, the universal economic and political weight has moved from the Atlantic to the Pacific region. Competition between important actors such as the USA, China, Japan and India has gained momentum in this region. All these developments have drawn the attention of the USA to this region. This thesis consists of three parts. In the first part, the place of the USA in the international system, power sources, foreign policy strategies, foreign policy decision-making system are tried to be examined. In the second part of the thesis, the concept of Asia Pacific and its region are introduced and its main political, economic, cultural and social characteristics are tried to be explained. Strategic problems in Asia-Pacific, factors affecting the strategic balance and issues that threaten regional and global security are also discussed in this section. In the third part of the thesis, the importance of the Asia-Pacific region for the USA and the USA's policies towards this region have been tried to be explained.
