Anadolu Üniversitesi Öğrencilerinin Kent Konseyi Algısı

Abstract

The sixtharticle of the Law No. 5393 describes the duties of city councils. One of theseduties was stated as "to increase the activities of children, youngpeople, women and the disabled in social life and make them to take an activerole in local decision-making mechanisms". However, young people's participation in the decision-making process through local participationmechanisms is very low. One of the reason for this is that young people do nothave information about how to participate in local decision-making processes. Thisstudy covers the results of the field work carried out in order to determinethe knowledge, perception and attitudes of Anadolu University students towardscity councils. Within the scope of the research a survey was conducted with1005 people. The survey results are important for determining the perceptionsof young people towards city councils. By the way, city councils in thisframework will be able to self-criticize whether they fulfill their duties.

5393 sayılı “BelediyeKanunu” ile kurulan kent konseyleri yönetmeliğinin altıncı maddesi kentkonseylerinin görevlerini tanımlamaktadır. Bu görevlerden bir tanesinin de“çocukların, gençlerin, kadınların ve engellilerin toplumsal yaşamdakietkinliklerini arttırmak ve yerel karar alma mekanizmalarında aktif rolalmalarını sağlamak” olduğu belirtilmiştir. Ancak gençlerin kent konseyi gibiyerel katılım mekanizmaları aracılığıyla karar alma süreçlerine katılımlarıoldukça düşüktür. Bunun nedenlerinden biri de gençlerin yerel karar alma süreçlerinenasıl katılacakları hakkında bilgi sahibi olmamalarıdır. Çalışmada AnadoluÜniversitesi öğrencilerinin genel olarak kent konseyleri ve özelde iseEskişehir’de yer alan kent konseylerine yönelik bilgi, algı ve tutumlarınıntespit edilmesi amacıyla gerçekleştirilmiş olan saha çalışması sonuçlarına yerverilmiştir. 1005 kişiyle anket tekniği uygulanarak elde edilen sonuçlargençlerin kent konseylerine yönelik algılarının belirlenmesi açısından büyükönem arz etmektedir.
