Defterdar Sarı Mehmed Paşa’nın “NesAyihü’l-vüzerA ve’l-ümerA” adlı eserine göre Bektaşi Ocağı’nın durumu

Abstract

Osmanlı Devlet teşkilatının bozulmaya başlamasıyla Osmanlı devlet adamları sorunun çözümü için birtakım çare arayışlarına girmişlerdir. Bunun için devletin içinde bulunduğu durumu kendilerince değerlendirmiş, sorunun nedenlerine inerek çeşitli çözüm önerileri sunmuşlardır. Osmanlı devlet adamlarının, devletin sorunlarının kaynağı ve çözümleri üzerine fikir üretme çabaları birçok siyasetname, nasihatname gibi tarihi değeri olan eserlerin ortaya çıkmasına vesile olmuştur. Bu önemli eserler arasında Koçi Bey’in Risalesi, Lütfi Paşa’nın AsafnAme’si ve Defterdar Sarı Mehmed Paşa’nın NesAyihü’l-VüzerA ve’l-ÜmerA’sı sayılabilir. Bu gibi eserler, hem Osmanlı Devleti’nin, ilgili dönemine ait genel bilgileri içeren, hem Osmanlı Devleti’nde modernleşme ideolojisinde meydana gelen zihniyet değişimini gösteren hem de çözüm önerileri dolayısıyla dönemin devlet adamlarının entelektüel düzeyinin niteliksel özellikleri hakkında bilgi veren birer kaynak niteliğindedirler. Defterdar Sarı Mehmed Paşa’nın nasihatname tarzındaki NesAyihü’l-VüzerA ve’l-ÜmerA’sı bahsettiğimiz çıkarımları yapabileceğimiz eserlerden biridir. Eserde, sadrazamın ahlak ve davranışları, makam sahiplerinin hAlleri ve rüşvetin zararları, hazine defterdarı ve divan memuriyetleri, Bektaşi Ocağı’nın niteliği, reAyanın hAlleri gibi konular yer almaktadır. Bu makalede, eserin dördüncü bölümünü oluşturan ve Bektaşi Ocağı’nın durumuna dair olan bölüm incelenmiştir.

The Ottoman Empire administrators looked for solutions to solve the problem when the Ottoman government organization went bad. For this reason, they evaluated the situation in which the government was, they offered different solutions by paying attention to the reasons of the problem. They found efforts of the Ottoman Empire administrators on source and solutions of the government's problems appeared to contribute a lot to of historical literary works. Some of these important literary works can be as in the following: Koçi Bey Risalesi, Asafname of Lütfi Pasha and Nesiyihü'l- Vüzeri ve'l- ümeri of District Treasurer Sarı Mehmed Pasha. The works like these are the sources that both include information about related period of the Ottoman Empire and present changes at the modernization ideology of the Ottoman Empire, also give information about the features of intellectual level of the administrators. Nesiyihü'l- Vüzeri ve'l- ümeri of the District Treasurer Sarı Mehmed Pasha is one of the works in which we can find these implications above. In this work, there are subjects such as the morality and behaviour of the grand vizier, the attitudes of the bearers and the damages of the bribe, district treasurer and council services, quality of Bektaşi Ocak, the situation of the public. In this article, we will analyze the 4th part of the work which is about the situation of the Bektashi Ocak.
