Lojistik Performans Değerlendirmesi İçin Bulanık AHP ve Gri İlişkisel Analiz Yöntemleri İle Bütünleşik Bir Yaklaşım

Abstract

In recent years, a complexlogistics service approach has forced logistics service providers to producemore customer-focused services. Using integrated systems with informationtechnologies to compete in the logistics sector improves customer satisfactionwhile increasing efficiency and productivity. Service providers that caneffectively assess the knowledge and transportation infrastructure they have, with their human resources, logistics performances are also quite high.Delivery of products at scheduled time is one of the most important elements oflogistics performance. Logistic performance assessments based on these factorscan be global or local. In this study, logistic performance evaluation wascarried out for 10 OECD member countries. The weights of the evaluationcriteria for this were calculated by the fuzzy AHP method from themulti-criteria decision making techniques and then the ranking was done by greyrelational analysis method according to the country's logistic performance. Thelogistics performances of the countries are primarily attributed to the leadtime of import and export and then to the quality of trade andtransport-related infrastructure.

Son yıllarda hızlıca gelişmegösteren lojistik hizmet anlayışı, lojistik servis sağlayıcılarını gittikçedaha fazla müşteri odaklı hizmet üretmeye itmektedir. Lojistik sektöründerekabet edebilmek için bilgi teknolojileriyle entegre sistemler kullanmaketkinlik ve verimliliği artırırken müşteri memnuniyetini de geliştirmektedir.Sahip olunan bilişim ve ulaştırma altyapılarını, kalifiye insan kaynağı ileetkin bir şekilde değerlendiren servis sağlayıcılarının lojistikperformanslarının da oldukça yüksek olduğu görülmektedir. Bu çalışmada OECDüyesi 10 ülke için lojistik performans değerlendirmesi yapılmıştır. Bunun için ele alınan değerlendirmekriterlerine ait ağırlıklar, çok kriterli karar verme tekniklerinden bulanıkAHP metodu ile hesaplanmış daha sonra ülkelerin lojistik performansına göresıralama gri ilişkisel analiz metoduyla gerçekleştirilmiştir. Ülkelerinlojistik performanslarının öncelikle ithalat ve ihracat teslim sürelerine dahasonra ise kullandıkları altyapıların kalitesine bağlı olduğu sonucunaerişilmiştir.
