Kadro Dergisi'nde Planlama Anlayışı

Abstract

The original plan practice developed by Turkeyin the 1930s is among the first examples of the world. The two plans made inthis period are the sector programs that got the industry to the center andtherefore are limited in scope. Despite this fact in practice, as a concept, the plan has been dealt with as a broad framework. An important example of thisis the writings of Kadro Journal. In this context, the concept of the KadroJournal’s plan has been examined. All the figures of Kadro Journal were scannedand the plan topic was analyzed with a classification in terms of importance, meaning, purpose and scope. As a result, it has been revealed that anunderstanding of this quality was already in the Kadro Journal before thecomprehensive development plans that started in the 1960s.

Türkiye’nin 1930’larda geliştirdiği özgün plan pratiği dünyanın ilkörnekleri arasındadır. Bu dönemde yapılan iki plan sanayiyi merkeze alan ve bunedenle kapsam itibariyle sınırlı sektör programlarıdır. Pratikte böyleolmasına rağmen anlayış olarak plan oldukça geniş bir çerçeve de elealınmıştır. Bunun önemli bir örneği Kadro Dergisi yazılarıdır. Bu bağlamdaçalışmada Kadro Dergisi’nin plan anlayışı incelenmiştir. Kadro Dergisi’nin tümsayıları taranarak planlama konusu önem, anlam, amaç ve kapsam şeklinde birsınıflandırmayla analiz edilmiştir. Sonuç olarak, çalışmada 1960’larda başlayankapsamlı kalkınma planlarından çok daha önce bu niteliği içerisinde barındıranbir anlayışın Kadro Dergisi’nde olduğu ortaya konmuştur.
