Demokrat Parti döneminde Siirt

Abstract

Türkiye'nin güneydoğusunda yer alan Siirt, zengin tarihi ve kültürel mirasıyla öne çıkan bir şehirdir. Tarihsel süreçte farklı milletlere ve medeniyetlere ev sahipliği yapan Siirt, farklı etnik ve dini grupların yaşadığı bir merkez idi. İmparatorluk bakiyesi üzerine kurulan Kemalist Cumhuriyet, tüm Türkiye'de olduğu gibi Siirt'te de yeni ulusun ve ulus-devletin inşası için seküler ve milliyetçi politikalar icra etti. Tek parti döneminde yoğun bir biçimde uygulanan bahse konu politikalarla Siirt, imparatorluk zamanındaki heterojen ve kozmopolit yapısından uzaklaşarak homojen bir şehre dönüşmeye başladı. Çeyrek asırlık tek parti iktidarından sonra yapılan genel seçimlerde Siirt, politik tercihini Demokrat Parti'den yana kullanmıştır. Bu sınırlı çalışmada Siirt'in Demokrat Parti dönemindeki on yıllık genel bir fotoğrafı çekilmeye çalışılacaktır. Dört bölümden oluşan çalışmanın birinci bölümünde Siirt'te CHP ve DP'nin teşkilatlanması, her iki partinin Siirt'teki faaliyetleri ve her iki parti teşkilatında görev alanların ayrıntılı listelerine yer verilmiştir. Çalışmanın ikinci bölümünde Siirt'teki siyasal hayat ele alınmıştır. Bu minvalde çok partili hayata geçiş, bu sürecin Siirt'teki yansımaları ve 1950, 1954 ve 1957 genel seçimlerinde Siirt'in politik tutumu ayrıntılı bir biçimde ortaya konulmuştur. Tezin üçüncü bölümünde Siirt'teki sosyal ve kültürel hayata odaklanılmıştır. Bu bağlamda Siirt'te nüfus, nüfus/göç hareketleri ve Siirt'in demografik yapısı; Siirt'te eğitim; Siirt Halkevi ve faaliyetleri ile Siirt'teki bayındırlık ve imar çalışmalarına yer verilmiştir. Tezin dördüncü ve son bölümünde ise DP iktidarında Siirt'teki iktisadi hayat ele alınmıştır. Daha ayrıntılı ifade edecek olursak, bu bölümde, Siirt'te tarım, hayvancılık, dokumacılık, madencilik, Siirt Fıstığı, sanayileşme ve ticaret alanlarındaki yatırımlar ve gelişmeler hakkında bilgiler aktarılmıştır. Toparlayacak olursak, bu tez çalışmasında Siirt'in Demokrat Parti'nin iktidar yıllarındaki siyasi, sosyal, kültürel, iktisadi ve bayındırlık alanlarındaki durumu birincil kaynaklara referansla kaleme alınmıştır. The city of Siirt that is located at the southeast of Turkey, is prominent With its'rich history and cultural heritaga. During the history Siirt was home for many Nations and civilisations hence it was a centre Where different ethnik and religious groups lived together. Kemalist republic founded on the remants of the empire, pursued secular and nationalist policies in Siirt, just as in the entire country of Turkey, to build a new nation and nation –state. With the aforementioned policies, which are heavily enforced during the One- party era, Siirt started turning into a homogeneous city, moving away from its previous heterogeneous and cosmopolite structure that was present during the Empire period. During the elektions that took place once the One-party era ( that lasted guarter of a century) was over, Siirt's political preference was the Democraty Party. Within this limited work, the intention is to capture a general photograph to reflect the ten years of Siirt from the Democrat Party period. From total of four sections,the first section of this work will cover.CHP and DP party's organization in Siirt, both party's activity within Siirt and a detailed list of all the individuals that had a role in either party's orginazations. Within the second section of this Work the political life of Siirt is discussed. The transition to multi – party life in this way, the reflections of this process in Siirt and the political attitude of Siirt during the general elections of 1950-1954 and 1957 is laid out in detail. The third section of this thesis concentrates on the social and cultural life in Siirt. İn this contexs: Siirt's population & population/ migration movements, Siirt's demographic structure, education in Siirt, the community home of Siirt and its activity with puplic Works and zoning is present. On the fourth and final section of the thesis, the economic life of Siirt during the DP ruling is discussed. İn a nutshell, this section transfers,information,onagricultere,farming,weaving,mining, Siirtnut,investments&improvements in industrialization and trade In summary, this thesis work concentrates on Siirt's years during the Demokrat Party and the political, social, economical and public Works have been written with reference to pirmary sources.
