Bilgi toplumu ve gözetim teknolojileri

Abstract

Bu çalışmada, bilgi toplumu ve gözetim toplumuna geçişin etkileri değerlendirilmiştir. Bu bağlamda gözetim pratikleri üzerinde durularak, bunların toplumsal yapıda etik ve özel hayatın korunması ile ilgili boyutları ele alınmıştır. Günümüzde mevcut toplumlarda şirketler, iktidarlar ve devletler için bilgi ve iletişim teknolojilerinin güç simgesi haline gelmesi, bu gücün yönetim ve kontrol mekanizması kapsamında kullanımı ve bu kullanımın özel hayatlar üzerindeki sonuçları ele alınmıştır. Gelişmekte olan bilgi ve gözetim toplumunda bireylerin mahremiyetinin yok olması yahut kasten yok edilmesi ve gözetimin sınırlarının gittikçe genişlemesi beraberinde insan hakları ihlalleri ve etik sorunlar da getirmektedir. Bir yandan bilgi teknolojilerinin hemen hemen her alanda kullanılmaya başlaması, “ev” ve diğer bireysel alanların birer kontrol alanı haline getirilmesi, öte yandan internet ve sosyal ağların kullanımı ile bireylerin gönüllü özel yaşam ihlali, teknolojilerin özel alanları kamu alanına taşımasına neden olmaktadır. Dolayısıyla hemen hemen her alanda kullanımı sürdürülen gözetim pratikleri, gün geçtikçe sınırları aşarak daha da genişlemekte ve özel alan sınırları da gittikçe belirsiz bir hale gelmektedir.

In this thesis, the effects of the formation of the information society and the transition to the surveillance society have been evaluated, and they have been discussed with the dimensions of the ethical and the protection of private life in the social structure by emphasizing the surveillance practices. In today's existing societies, information and communication technologies become a symbol of power for companies, governments and states, the use of this power under the name of management and control mechanism and the results of this use are discussed. In the developing new structure of surveillance society, the privacy or deliberate destruction of individuals' privacy leads to ethical violations of the ever-widening boundaries of surveillance. The use of information technologies in every area, turning “home” and other individual areas into a control area, on the other hand, with the use of internet and social networks, individuals' voluntary private life violations cause technologies to move private areas to the public domain. Surveillance practices, which are continued to be used in every field, go beyond the borders day by day and the borders of the private area are becoming increasingly uncertain.
