Kamu Yönetiminde Elektronik Belge Yönetim Sistemi

Abstract

Bu çalışmanın amacı, Elektronik Belge Yönetim Sisteminin (EBYS) kamuya sağlayacağı faydaları incelemektir. Bu amaçla çalışmada Elektronik Devlet (e-Devlet) kavramı açıklanmaya çalışılmıştır. Sıkça karşılaşılan sorunlar ve sistemin geliştirilebilmesi için çözüm önerileri araştırılmıştır. EBYS’nin yaygınlaştırılması, donanım ve yazılımda altyapının sürekli güncellenmesi, kamu görevlilerine düzenli eğitim verilmesinin kamu hizmetlerinin sunumunda niteliği artıracağı sonucuna varılmıştır.The purpose of this article is to examine the benefits of Electronic Document Management System which will be provided to the public. For this purpose, the concept of e-government has been tried to be explained in the study. Frequently encountered problems and solutions for system development were investigated. It was concluded that expanding EBYS, continuous updating of the infrastructure hard ware and software and giving regular training to public staffs improve the quality of provision of public services.
